Yes, pitiful. Its with the desktop app
I did go to account settings to see if it was there and it isn't. The email address I'grand trying to add isn't listed in Outlook.
The only identify I saw this account added anywhere was in the system settings > e-mail and app accounts and as well piece of work/role accounts. I erased it from both, still receive that error

Did you effort to add the account previously? If so, in that location might be remnants left in the registry - outlook sees them and returns the error.
The profile is in the registry at HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Profiles - open the profile and find this key: 9375CFF0413111d3B88A00104B2A6676 It will have a triangle in front indicating there are keys under information technology - the keys will be named 000000nn. You need to expect in each cardinal for the account proper name or email address - get-go with the last 000000nn key and work upwards.
